Horn Sokleang
Ms. Horn Sokleang graduated with a Bachelor of International Relations from the Institute of Foreign Languages, Royal University of Phnom Penh, and from Haprswell. She is the Learning and Youth Development Coordinator at the Cambodian Youth Network Association. She focuses on capacity building, empowerment, and mobilizing youth for social and environmental justice. Her prior experience includes participation on the Cambodian National Organizing Committee for the 2023 ASEAN Civil Society Conference/ASEAN People’s Forum in Timor-Leste. From 2020–2023, she volunteered with a USAID Cambodia Green Future as the green group “Niron” for social behavior change campaigns targeting luxury wood furniture consumption, bushmeat demand, and littering. Furthermore, as a member of the Purple Youth Group, she spearheaded a running campaign commemorating International Women’s Day and a cycling campaign in support of the 16 Days of Activism Against Gender-Based Violence in 2023.
Alisa Ieng
Ms. Alisa Ieng is a senior International Relations student at the Institute for International Studies and Public Policy, Royal University of Phnom Penh. With a strong passion for research, she actively contributes as a Research Associate at the Cambodian Center for Regional Studies (CCRS), where she focuses on ASEAN relations, Cambodia-Japan ties, the US-China rivalry, and environmental sustainability. Alisa has also demonstrated leadership in volunteering and organizing events, including International Drug Day and CCRS public lectures and regional seminars. Beyond academia, Alisa is a passionate debater, winning the 19th Annual IFL Debate Forum 2024, and serves as a member of the IISPP International Relations Club. Her cross-cultural exchange experience includes AUN-VNUHCM Summer Program on Climate Change, Asia Kakehashi Project in Japan, and UNESCO-UNITWIN Advanced Workshop and Hackathon in South Korea. She believes that “civic engagement is not just about participation—it’s about taking responsibility to create meaningful change."
Jason Ly
Jason is a media and communications professional focusing on visual arts, justice advocacy, and social impact in Phnom Penh, Cambodia. Jason graduated from the Royal University of Phnom Penh with a degree in Media and Communication. With a strong foundation in Vietnamese and Cambodian cultures, cultivated in a bilingual household, Jason has spent the last three years specializing in visual communications to create positive social change and raise awareness on key societal issues.
Through his work with Labor Plus, a youth initiative dedicated to making labor rights and law accessible to young employees, Jason uses his skills in communication to deliver labor rights education in a fun and straightforward way, transforming complex legal information into engaging, understandable content. His goal is to deepen his understanding of visual storytelling and continue advocating for justice by using communication to highlight critical issues that will shape the future of Cambodia.
Men Rathteapy
Miss Men Rathteapy graduated with honors from the Royal University of Phnom Penh, holding a degree in Sociology. She is currently dedicated to empowering urban poor communities and youth by encouraging their engagement in social activities, raising awareness, and building leadership skills. Through leading campaigns focused on human rights and environmental issues, she works to create positive change within a community. She believes that a better society is built through the unity of its citizens and the shared responsibility to take action
Nov Sokal

Mr. Nov Sokal, a passionate advocate for civic engagement, graduated with honors in Business Administration from Paññāsāstra University of Cambodia. As a grant officer at Good Neighbors International Cambodia, he develops grant proposals and measures impact, focusing on improving access to education and healthcare for marginalized and indigenous children in Cambodia. At just 21, Sokal became the youngest NGO General Manager of Cambodia Rural Students Trust, leading over 100 students in community development initiatives. He also served as the charter president of the Rotaract Club of Siem Reap, empowering youth and driving positive change through Rotary International. Recognized as an outstanding youth leader, Sokal represented Cambodia at the 2023 Rotary International Convention in Melbourne and was honored by World Vision in 2015. Sokal believes that “To live in the society we want to have, we have to help build it,” and that change starts with coming together.
Rachana Kao

Ms. Rachana Kao, graduated with a Bachelor's Degree in International Relations from the Institute of Foreign language (IFL), Royal University of Phnom Penh (RUPP). Beyond her academic, she was selected as a delegate represented Cambodia to the Young Southeast Asian Leaders Initiative (YSEALI) in Malaysia and Vietnam amongst other youths from Southeast Asian countries as well. Currently, she is a Project Coordinator at Women Peace Makers (WPM), a women and youth-led organization in Cambodia, works to support the empowerment of women and youth, transform conflict, and prevent violence. Desiring to grow both personally and professionally, while making a positive impact, prior joining WPM, she has been actively involved in social and professional efforts across various sectors, including education, environment, humanitarian, and youth-led peacebuilding network …etc.
Sarath Vechyeny
I am Sarath Vechyeny, a third-year student pursuing degrees in Computer Science and English at the Royal University of Phnom Penh. Currently, I work as a Digital and Communication Assistant at one local company, where I focus on enhancing digital outreach and communication strategies to promote civic engagement within my community. I actively participate in initiatives that emphasize digital literacy and education, mentoring young individuals in technology and communication skills. I believe that effective communication is crucial for fostering community connections and driving social change. My goal is to make a positive impact through my work and academic pursuits, empowering others and contributing to a more inclusive society
Sum Pichkanika

Nam Tola
Mr. Nam Tola is an advocate for education and community development, with a focus on empowering rural children in Cambodia. He is currently a program manager at PeopleStories Charity, where he leads initiatives to help children stay in school and complete their 12th grade. Tola holds a degree in Business Administration from Pannasastra University of Cambodia and has a strong background in NGO work, specializing in education and sustainable development. In his role, he has successfully led projects that address school dropout rates and improve access to education for vulnerable communities. Tola is passionate about breaking the cycle of poverty through education and is dedicated to finding innovative solutions to support youth in rural areas. He has represented Cambodia in various leadership forums and is deeply committed to driving positive change in his community. Tola believes that education is the key to unlocking a brighter future for all
Alisa Ieng

Chea Pichdalen
Ms. Chea Pichdalen is a Bachelor of International Relations graduate. With an enthusiasm for sustainable development, she has been nurturing her proficiency through internships at the UNDP. She supported small businesses, including those in the agri-food sector, to accelerate their business in e-commerce and social commerce during the post-pandemic. Subsequently, she worked as a junior project officer at Swisscontact on an agroecology and safe food systems project that promoted climate-smart practices for farmers. Currently, she is a programme assistant for the School Feeding Programme at the World Food Programme, supporting the linkage of safe food commodities produced by local agricultural cooperatives for school meals. Dalen also contributed to various community projects, including Bag2Schools, Sharing of Smile, Together Narrowing Digital Gaps, and Youth Internet Governance Forum. She is positive that youths can contribute meaningfully to the increasing of safe food circulating in local markets and the improvement of farmers’ livelihoods.
Chheoun Porheng
“Water is the blood vessels of the environment.
Without water, we could not survive.
Protect and consume it with value.”
Chheoun Porheng, a senior student in the field of Water and Environmental Engineering at the Institute of Technology of Cambodia. His research thesis topic is groundwater assessment through the development of filtration equipment for rural communities in Cambodia and raising awareness in order to aim to improve the water quality in Cambodia. Besides his academic study, he is also an intern at Water Environment Laboratory (WE Lab) where he gains his practical experiences to solve the environmental problems. Moreover, he also volunteered in running a project in the mental health sector and also attended a cyberbullying video competition. With his academic background and experiences, he is fostered to commit himself to addressing the environmental issues in his community.
Chim David
Mr. Chim David graduated with two Bachelor’s Degrees in Education from Phnom Penh Teacher Education College (PTEC) and the Institute of Foreign Languages (IFL), RUPP. He was also one of the top students conducting research during his cohort. He currently works as a primary school teacher at Tean Primary School and as an English lecturer at the Royal University of Agriculture, Phnom Penh, Cambodia. Furthermore, he has participated in various international programs, such as the Collaborative Online International Learning, the Online Professional English Network program, etc. Besides his teaching career, he wholeheartedly participates in various volunteer activities in order to promote positive changes, especially to be a role model for his students. He also enjoys teaching and involving his students in problem-solving, especially regarding current issues such as the environment and pollution because he believes that "Students' community is in their hands to shape and change for the better."
Bilita Mao
Mrs. Bilita Mao is a senior International Relations student at Paragon International University Cambodia and a former intern at the Ministry of Foreign Affairs and International Cooperation. Selected as a Student Ambassador during her sophomore year, she helped represent her university and support fellow students. Bilita’s experience extends beyond campus: she served as Public Relations Officer for The Young SEAkers Cambodia Chapter, volunteered as an emcee for UNICEF’s “Ladies in Tech” program, and created content for her university’s Facebook page as a graphic designer. She has also represented Cambodia at international events like the ASEAN Youth Dialogue and ASEAN Future Leaders Summit. Passionate about helping others, Bilita shares valuable insights on TikTok, offering advice on university life, career choices, internships, and exploring new opportunities. Her motto, "I know, I share," fuels her desire to inspire others and continue growing both personally and professionally in every way she can
Navith PEN
Mr. Navith PEN graduated with Master of Public International Law and Bachelor of International Relations from University of Paris 8, France, and Royal University of Law and Economics (RULE), Cambodia, respectively. Currently, he is serving as a Social Science Researcher at International Rice Researcher Institute (IRRI) in Cambodia. He studies about peoples, especially farmers’ perspectives regarding new technologies and innovations that promote sustainability and diversification in agricultural sector. The focus is broader than just rice, but also extends to vegetable and aquatic animal production. Prior to this, he worked with many local NGOs with different fields of interests, and he actively participated in development programs, particularly related to research skills and other professional development. He believes that “sustainable agricultural practices not only protect the environment and ecological system but also ensure food safety and security while helping to improve farmers’ living conditions”.
Soukhon Malika
Ms. Soukhon Malika holds a Bachelor of Arts in International Studies with a concentration in International Relations from the Royal University of Phnom Penh (RUPP), where she was awarded a fully funded scholarship. Inspired by her father, a national ranger, she is dedicated to environment and conservation efforts. Currently, she serves as a Monitoring, Evaluation, and Learning (MEL) Assistant for the USAID Morodok Baitang project, which aims to conserve Cambodia's unique biodiversity and promote sustainable economic development. Additionally, Ms. Malika actively volunteers in various programs that enhance youth roles in ASEAN and participates in environmental and sustainable development initiatives. She believes that "Protecting the environment is like taking care of ourselves; it's a commitment to our own well-being and future."
Sreyvi Loek
Ms. Loek Sreyi, is an Indigenous woman from Mondulkiri province. She recently graduated with two bachelor degrees in the Khmer Law program and English language-based bachelor of law Program (ELBBL). Last year, she was chosen as a youth delegate for the 2024 LCOY Cambodia where she worked and drafted on the youth statements recommending on NDCs, and join various meetings and events with relevant stakeholders. She also chose to work as a remote intern for the Non-Timber Forest Product Exchange Program for the theme of forest protection, Indigenous Women’s Rights and Youth Engagement. She is a member of UNICEF EAPRO, working closing with other youths in Asia on promoting child’s right, environment awareness and youth inclusion. She was invited as a youth representative to comment on Cambodia NDCs, and roadmap for youth engagement in Cambodia NDCs 3.0 Which is crucial for youth to understand the purposes of the NDCs.
Sengheng Lay
Mr. Sengheng Lay is a passionate advocate of the Cambodian community and a junior in Banking and Finance at Paragon International University. Currently interning with Chemonics Cambodia, he wishes to use his innovative skills in other activities which will be advantageous to him and society at large. Sengheng has made his marks in diverse influential projects by being a member of the Finance Core Team of Little Dreamers and Tep Kaosol Khnhom, and also of the Public Relations Core Team for Derm3. He also led the Paint For Dreams project which he balanced with his other commitments. Sengheng feels that his engagements enable him to progress towards a better version of himself, while at the same time assisting others and providing a positive change.
Noppon Chhim
Noppon Chhim is a dedicated youth advocate and education leader, committed to empowering students through skills development and policy engagement. He is the Co-founder and Project Lead of MeaKea, an initiative that has trained over 1,000 students and organized education and career fairs connecting more than 5,000 youth to universities and companies through funding and sponsorships.
Beyond MeaKea, Noppon is actively involved in policy and youth advocacy. He is a Konrad Adenauer Stiftung AYSE Fellow and has been invited to speak at ASEAN regional dialogues in Malaysia and Indonesia, sharing insights on skill development and youth empowerment.
Alongside his studies in Business Administration at the American University of Phnom Penh, he has worked as an event organizer for over 20 summits and conferences, specializing in protocol and stakeholder communication. Passionate about education and policy, he believes that every student deserves access to opportunities that shape their future.
Ly Sopheaktra
Meet Sopheaktra! She is from Cambodia and graduated from the Institute for International Studies and Public Policy with a degree in International Economics. Currently, she works as a Strategy Officer at the Skills Development Fund Cambodia. Pheaktra is passionate about her work and contributing to her community. She volunteered in various projects related to education, culture, and inclusivity in Cambodia. She believes in the importance of inclusiveness and that it starts with everyone!
Lakshmi Sokha PICH
Ms. Lakshmi Sokha PICH is an Advisory Associate at one of the Big Four accounting firms, having earned her Bachelor's in Accounting and Finance from CamEd Business School. Her passion for digital education and inclusive development has inspired her to participate in various initiatives.
Previously, Lakshmi was part of the management team for the CamEd Cybersecurity Club, where her financial knowledge helped her facilitate events that promote digital literacy among her peers. Currently, as a Program Manager at Circular Digital Lab Cambodia on a voluntary basis, she leads programs like the Junior Leaders Program and the Leaders for Inclusive and Sustainable Digital Development Fellowship Program. Through these initiatives, she manages project funds to ensure resources are allocated strategically to empower young changemakers with essential skills in project management and enable them to advocate for digital transformation.
Sam Sihakvityea

Mr. Sam Sihakvityea is a recent graduate with a Bachelor of Science in Computer Science from Paragon International University specializing in Web Development. He is currently a Digitalization Officer at the Ministry of Labour and Vocational Training, driving tech-based initiatives, and a Robotics and Coding Mentor at Tech for Kids Academy, where he designs and teaches courses on coding and robotics.
Vityea has volunteered as a Digital Communications Officer for the U.S. Ambassador's Youth Council, where he worked on implementing impactful projects. As the former Vice President of Marketing for AIESEC Cambodia, he led impactful projects such as “Impact Day” and “Youth 4 Youth” and mentored participants at Kidkathon events. He has also organized and mentored hackathons, including Paragon Hackathon 2023. Vityea believes that "technology is not just a tool for innovation but a bridge to opportunity and equality.
Sopisal Theam

Mr. Sopisal Theam graduated with a Bachelor of International Trade and Logistics with High Honours from Paragon International University, with a current role as a Data Business Analyst Executive. Pisal has actively always participated in programs to enhance his personal and professional growth locally and globally, such as the ASEAN Youth Volunteer Programme (AYVP), Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED), SmartEdu USDP, ACIYLS, Reactor EntreConference, World Mathematics Invitational (WMI), and others. Pisal is passionate about volunteering; he was previously the Vice President of Business Development of AIESEC in LUCT and Student Council representative of his Department. He believes, ‘Everyone can be a changemaker; all you need is to start small with care.
Phikunkeo Vatanak
Ms. Phikunkeo Vatanak is a junior majoring in International Relations at Paragon International University. Phikunkeo is actively engaged in extracurricular activities, aiming to make a positive impact on society. In 2024, Phikunkeo served as Secretary-General of the Paragon International University Model United Nations Club. Furthermore, Phikunkeo recently completed her internship with the EnergyLab organization in December 2024. Phikunkeo is now a member of cohort 12 of the U.S. Ambassador’s Youth Council in Cambodia, holding a position as a Treasurer of the executive committee for the 2025-2026 fiscal year. She believes that “innovation is always the key for a positive change in society."
Samnang Sok

Doung ratanaksamba

Mr. Doung ratanaksambat, graduated with Bachelor degree of Software Engineering from the Kirirom Institute of technology. Doung was actively involved in his community college activities, such as developing software to streamline manual
operations. He also served as photographer for his college newspaper club. During his college years, he actively participated in many startup competitions and represented his school in various events. He is currently a professional software engineer in an international firm that helps bring business ideas to end users. With 3 years of working experience, he has gained valuable insights and knowledge from working with industries such as healthcare, restaurants, hotels, and more. He is a proactive person who consistently seeks opportunities to enhance his skills and contribute to team success. With strong passion in technology and business, he is dedicated to delivering high-quality solutions that address real-world challenges.
Sereivathna Bunny
Ms. Sereivathna Bunny is a graduate student with a Master of Digital Law from the Royal University of Law and Economics and Aix-Marseille Université. She is currently the program manager in charge of Law and Governance at Konrad Adenauer Stiftung Cambodia. Previously, she was the Cambodia representative to various international programs such as STEP Youth Regional Affairs Dialogue, ASEAN Data Science Explorer, Young ASEAN Leaders Policy Initiative, ASEAN-Korea Summit, and Nuremberg International Moot Court. In addition to professional and academic commitment, she is actively involved in community building on sustainable and inclusive digital transformation through Circular Digital Lab Cambodia.
Chheang Yuki Lisa
As a student majoring in political science and public administration, I am gifted with a strong knowledge of the diverse governance systems and societal dynamics as well as understanding social issues which is why Society and Government is my first preferred theme. As the director of Cambodia Speech and Debate Association, IISPP Political Science Club President, I have been refining my skills in policy evaluation and diplomacy as well as solving critical societal issues as a strong advocate and leader within the political framework that goes along in society with experiences as a former champion of the ASEAN Voice Climate Change Debate and ASEAN Youth Debate which showcase my commitment to addressing pressing societal issues through dialogue and cooperation.
Regarding civic engagement, my service as an Ace student ambassador and my participation in programs such as the Korea-Cambodia youth exchange program and the National Aspiration Project demonstrate my commitment to promoting intercultural understanding and community development which is relevant to eliminate boundaries and open paths for relevant stakeholders regardless of backgrounds to make powerful inclusive decisions. My biggest achievement is winning the diplomacy award at the ASEAN Foundation Model ASEAN Meeting Plus Japan which attest to my capacity to make a meaningful contribution to public debate and policy-making procedures.
Larch Chan Minea
Mr. Larch Chan Minea is a junior at the Institute of International Studies and Public Policy (IISPP), Royal University of Phnom Penh, majoring in International Relations. He is an intern at the Ministry of Foreign Affairs and International Cooperation and intends to enter public governance upon graduation. Minea is a passionate debater. He previously represented Team Cambodia at the World Schools Debating Championships 2022 and has won three championships representing IISPP at various national competitions. Minea continues to help the debating community by adjudicating at various youth events.
Meng Lyhor
Ms. Meng Lyhor, currently a senior pursuing the Bachelor's degree of International Economics at the Institute for International Studies and Public Policy. With her enthusiasm in good governance and public policy, Lyhor is actively involved in community services, volunteering, internships with INGO and NGO, participating in public speaking and debate, and advocating for changes through community projects and policy insights. Lyhor is currently a project lead of one youth-led initiative that focuses on youth empowerment in the decision-making process. She has represented Cambodia at international conferences such as the ASEAN People Forum 2023, the AUS 2024 at the National University of Singapore, and the Seminar on Natural Reserve in China. Lyhor passionate in driving changes through her words and actions and always believes that “small actions can create a big impact.”.
Pa Lyheng
My journey as a dedicated junior law student, I have a deep passion for advocating for equality and equity within our communities. With a focus on social justice and governance, I actively engage in volunteer efforts that empower youth and promote sustainable practices. My involvement in Debate and Public Speaking, along with my participation in Moot Court Competitions, have not only sharpened my advocacy and collaboration skills but also deepened my commitment to creating inclusive and diverse communities. I always remind myself that "True progress begins when we empower every voice to stand for equality and equity." Together, let’s inspire positive change and create a world where everyone has the opportunity to shine. Your voice matters—let’s make it heard!
Sok Haingkheang
Sok Haingkheang graduated with a Bachelor of Media Management from the Royal University of Phnom Penh, where his thesis explored the challenges faced by female journalists in Phnom Penh. With a keen interest in society and governance, he currently serves as an Information Officer at the Extraordinary Chambers in the Courts of Cambodia (ECCC).
Prior to his current role, he was the Project Coordinator of Cambodia Youth Internet Governance. Haingkheang has actively represented Cambodia on the international stage, participating in programs such as the Asia Pacific Internet Governance Academy 2023, Internet Governance Forum 2023, APSIG 2023, and APRIGF 2024. Haingkheang firmly believes that a strong foundation in good governance is essential for national development.
Sovann Tepy
Ms. Tepy Sovann is a fourth-year university student pursuing a degree in International Relations, with a strong academic focus on governance, foreign policy, and international law. She currently serves as an Assistant to the National Assembly Advisory Council and a Research Officer for Angkor Social Innovation Park, where she contributes to projects supporting SMEs, women’s empowerment, and sustainable entrepreneurship. Through her academic work and professional experience, she has engaged in policy analysis, governance reforms, and international affairs discussions. She has also participated in negotiation simulations, research projects, and initiatives promoting social innovation and sustainable development. Passionate about bridging policy research with real-world governance challenges, she aims to contribute to evidence-based policymaking and institutional reform. She believes that strong governance and informed policies are essential to addressing contemporary global challenge.
Hengsey Sreng
Mr. Hengsey Sreng is a research enthusiast and a senior student majoring in International Relations at the Institute for International Studies and Public Policy, RUPP. He currently serves as a research associate at the Cambodian Center for Regional Studies. Hengsey’s research interests lie in public policy and international relations, with a particular focus on security in the Indo-Pacific region. He is also the cofounder of Jong Deoung, a youth-led project dedicated to enhancing youth awareness of civic engagement. Additionally, Hengsey is a former program intern at Transparency International Cambodia. Alongside his academic and professional work, Hengsey has volunteered extensively, particularly in organizing events aimed at promoting community involvement and raising awareness to youth.
Chhivlean Ung
Ms. Chhivlean Ung holds a bachelor’s degree in accounting with First Class Honors from Siam Technology College in Thailand, awarded under the Royal Thai Government Scholarship. She currently serves as the 11th President of The U.S. Ambassador’s Youth Council in Cambodia (AYC), a youth-led organization, under the umbrella of the Public Diplomacy Section of the U.S. Embassy in Phnom Penh, which focuses on strengthening U.S.-Cambodia relations through youth engagement. In this role, she leads and oversees various projects and activities aimed at raising awareness on social issues, with a particular focus on three key themes: Education, Environment, and Employment. Chhivlean is also deeply committed to volunteering, community service, and leadership development, which has led to her participation in international leadership programs across four countries: Brunei, Egypt, Thailand, and Vietnam.
